From the outset President Kuczynski has made combatting corruption a pillar of his new government.

But some experts said it was only a matter of time before a scandal hits his nearly three-month-old mandate.

Local news reports show a leaked tape appearing to show health adviser Carlos Moreno plotting to “mine” the system for personal gain.

He denied wrongdoing and said he was framed.

In a televised address Kuczynski said corruption would not be tolerated.

“It is unacceptable that in a country like ours, which has so many necessities, that we have people trying to get rich with public money in the seat of government. Corruption is a structural problem in our country and comes from way back. But that is over,” Kuczynski said.

He set out a five-point plan to eliminate graft including barring employees convicted of corruption from ever returning to a state job.
