After a weekend of talks with International Monetary Fund donors, Ukraine’s Finance Minister Oleksandr Shlapak signed a $1 billion dollar loan guarantee with the United States. Shlapak also signaled Kiev’s commitment to economic reform. But in many parts of eastern Ukraine, pro-Russian forces have occupied Ukrainian government buildings. Washington continues to accuse Russia of causing the unrest.
