South Korea is making changes in the wake of the ferry tragedy that claimed so many lives. The government is opening a new national safety office. It will coordinate government departments during natural disasters. President Park Geun-hye announced the new agency as she apologized for the tragedy.

She said her government’s first response was insufficient. The president also attended a memorial service Tuesday.

The death toll was raised to 193 as divers continue to recover more bodies.
