The latest sanctions was announced on Monday. It targets several government officials and companies with ties to Russian president Vladimir Putin. More than a dozen energy, transportation and finance institutions are under fire. They will no longer have access to American high-tech exports. White House officials have said previous sanctions have not prompted Russia to change course, and they are not sure if this time will work, either.
