It is hard to accurately tell the exact doctor-to-patient ratio in Venezuela. And whether or not experts are alarmed by doctors going abroad, the shortage of medical personnel is visible.
In the past decade, a government-sponsored program has trained more than 18,000 medical professionals. The challenge now is keeping these doctors.
