Foreign Minister Wang Yi says countries on the sea should accelerate consultations on a code of conduct, and countries outside the region should avoid actions that raise tensions.
Wang also says safeguarding the freedom of navigation and overflights should comply with international law. Wang made the proposals at a meeting in Kuala Lumpur with the Association of Southeast Asian Nations.
