China has released latest guidelines to deepen reforms of state-owned enterprises. The SOE reform plan emphasized the major purposes of the reform.

The State Council Information Office held a press conference today, inviting officials from state-owned Assets Supervision and Administration Commission, National Development and Reform Commission, and related ministries, to explain the guidelines that were launched last night.

China has released latest guidelines to deepen reforms of state-owned enterprises. The SOE reform plan emphasized the major purposes of the reform. More details:

  • The purpose of the SOE reform plan is to enhance leadership of the party in the SOEs, and to make the SOEs more robust, influential and with greater ability to avoid risks. To achieve that goal, China will modernize SOEs and promote mixed ownership.
  • In addition to the areas with full competition, the government will introduce projects for non state-owned capital in areas with high access threshold, including energy, transportation, telecommunication and public utilities. SOEs designed for pubic benefit can remain solely owned by state capital but encourage other capital to participate in operation.
