U.S. National Security Advisor Susan Rice said on Monday that China-U.S. relations are the most important in the world, and cooperation between the two countries will make the world more secure and prosperous.

“The United States welcomes a rising China that is peaceful, stable, prosperous, and a responsible player in global affairs. When China is invested in helping resolve regional and global problems, the United States and the world will benefit,” said Rice, who made the speech on the eve of President Xi Jinping’s first state visit to the U.S.

Rice also highlighted the achievements both countries have made since President Barack Obama took office in 2009, including economic and trade activities, climate change, global nuclear security, combating Ebola, tourism, and cultural exchanges.

Regarding disagreements the two countries have over some issues, she said that those can be managed through dialogue.

“We reject reductive reasoning and lazy rhetoric that says conflict between the U.S. and China is inevitable, even when we’ve been tough with China where we disagree,” she said. “This isn’t a zero-sum game. Our capacity to manage our differences is greater than that.”
