Final MH17 report unlikely to assign blame for crash

The Dutch Safety Board is due to release its final report on the downing of Malaysian Airlines Flight 17. Preliminary findings suggested a ground-to-air missile shot down the passenger plane, killing all 298 people on board. But facts remain elusive, and many believe the report will not bring about a final conclusion.
