VW’s emissions deal leaves unanswered questions

Volkswagen has agreed a deal to compensate hundreds of thousands of U.S. customers for selling them vehicles that cheated environmental standards. The proposal gives consumers a concrete choice.

VW is a long way from drawing a line under one of the biggest business scandals ever.

“We’ll fix it or buy it back” — that’s Volkswagen’s offer to the U.S. owners of nearly half a million diesel vehicles that were rigged to cheat emissions tests.

But auto industry experts say key question remain. Shareholders seemed to breathe a sigh of relief as VW’s shares edged up in Thursday trading. Although U.S. sales are down significantly, globally, they’re down only marginally.

Some estimates put the U.S. compensation close to $10 billion, with up to $20 billion in fines for environmental laws.

U.S. owners will have the next two years to decide what they want to do with their vehicles.
