A Latin American city that is landlocked has a huge problem with gridlock. Traffic congestion has been so bad in La Paz, that its caused road rage, accidents and death.

So how do you deal with the stuffed streets? How about by getting young people to lighten the mood by dressing up as stuffed animals?
