The biggest rainstorm ever in the continental United States is making landfall—again.

The death toll from Tropical Storm Harvey is at least 28, though local officials are citing a higher number.

Many communities in southeastern Texas are still underwater and thousands have been rescued.

The states of Louisiana and parts of Kentucky are bracing for flash flooding as the storm heads northeast.
