Consulates in Russia, US prepare to close over diplomatic row

The staff at the U.S. consulate in Saint Petersburg, Russia is getting ready to shut down while operations in Russia’s consulate in Seattle are also coming to a close. The moves are part of the back-and-forth that follows the poisoning of a Russian ex-spy in Britain.
