Enrique Pena Nieto, Mexico’s outgoing president, praised the deal as a win for all three nations. And his successor, Andres Manuel Lopez Obrador also gave the deal his blessing.

The agreement is to be signed just before Lopez Obrador’s inauguration on Dec. 1.
