Mexico tackles migrant crisis with jobs and troops

Mexico’s Senate has approved a new trade pact with the U.S. and Canada. It’s the first of the three to do so.

The vote comes amid rising tensions between Mexico City and Washington on immigration. Mexico is unveiling a program to curb the flow of migrants from Central America, but it’s also moving troops to its southern border.
