A bipartisan alliance of members of parliament want to pass a bill that would delay Brexit if Prime Minister Boris Johnson fails to sign a withdrawal agreement with the EU.
For his part Johnson is insisting the U.K. must leave the European Union on Oct. 31, with or without a deal.
