Mexican lawmakers approved legislation Wednesday to legalize the recreational use of marijuana, clearing the way for the bill to become law, and creating one of the world’s largest markets for the drug along the way.

And while the country looks toward a new legal reality, many are questioning how much change can actually be achieved when it comes to the bill’s original goal – tackling organized crime.
