After five weeks of intense fighting, negotiations will resume Tuesday between delegations from Russia and Ukraine in Turkey. On Monday, Ukrainian President Volodymyr Zelenskyy said his country was ready to discuss neutral status, but any deal would need to be validated by a referendum. Russian airstrikes have devastated cities across Ukraine. The mayor of Mariupol is calling for a complete evacuation of his besieged city. The United Nations reports nearly four million Ukrainians have now fled the country.
