The U.S. state of California has been facing one of its worst mega-droughts in recent history.

But a popular desert town, Palm Springs, known for art festivals and golf resorts, is planning to attract more visitors by building at least four large artificial surf lagoons.

The proposal has angered many local residents who live on the outskirts of the resort-filled region, who don’t even have access to potable water.
