The head of the U.S. central bank appeared before lawmakers this Tuesday to try to explain why the economy is so perplexing right now.

Federal Reserve Chair Jerome Powell has been trying to tame rampant inflation by raising the bank’s main interest rate.

But while inflation has dropped, businesses and consumers seem to be largely absorbing tougher financial conditions, leaving policymakers struggling to understand why.
