In October there was a major oil spill off the coast of Southern California. A new report says the leak detection system on the underwater pipe wasn’t working properly. Cleanup has cost $17 million so far. The longterm impact on the ecology and the wildlife is harder to quantify. CGTN’s Ediz Tiyansan reports.
