Lawmakers drafting new legislation regulating how laws are made


Lawmakers are revising a draft of China’s legislation law which regulates how laws are made. The revisions address social issues that have come with the country’s rapid economic development. Legislation power will be granted to more cities than before, but local governments’ power to issue rules has been restricted. CCTV’s Ai Yang reported this story from Beijing.


  • Officials from the legislative affairs commission of the NPC standing committee met the press on Monday afternoon, one day after the draft amendment of the legislation Law was presented to the NPC.
  • Relevant research organizations and field experts will be solicited for their opinion of the legislation of laws.
  • Taxation by law is another highlight of the revision, which stipulates that tax can only be levied or cancelled through the law.
