With gas prices on the rise, petroleum-producing countries may find themselves at an advantage. But when oil refining operations are in the middle of an urban area – as is the case with one town on Mexico’s Gulf Coast –  there are other issues to consider. CGTN’s Alasdair Baverstock has more.
