Colombia’s President Gustavo Petro is in China for the China-CELAC forum this week.

While in Beijing he plans to sign a letter of intent to join China’s Belt and Road Initiative, which would deepen China’s engagement with Colombia—one of Washington’s closest allies in Latin America.
