As the Asia-Pacific Economic Cooperation summit – or APEC – kicks off in San Francisco, the U.S. says it aims to “advance a free, fair and open economic policy agenda.” But one perennial APEC aspiration – a cross-Pacific trade deal – may not rank high on this year’s agenda.
