Leaders from Spain and Portugal began meeting with their Latin American counterparts at the 24th Ibero-American Summit in Veracruz, Mexico.
Twenty-two countries were invited to the summit, but not all of them showed. The summit comes a few months after 43 students went missing in Mexico.
