President Xi Jinping delivered a keynote speech at the opening ceremony of the fourth ministerial meeting of the China-CELAC Forum in Beijing.

China pledged about nine billion dollars in credit to developing Latin American and Caribbean states and set out initiatives to deepen cooperation in infrastructure and clean energy.
