On Monday, Ukrainian President Volodymyr Zelenskyy said his country was ready to discuss neutral status, but any deal would need to be validated by a referendum. Russian airstrikes have devastated cities across Ukraine. The mayor of Mariupol is calling for a complete evacuation of his besieged city. The United Nations reports nearly four million Ukrainians have now fled the country.
